The long-term cost of site exposure

Work-related disease kills far more building workers than falls, vehicles and machinery, and WorkSafe NZ estimates it claims between 750 and 900 lives across the nation’s workforce every year. Measured against the acute toll that dominates site safety, a worker is 15 times more likely to die from a disease the job caused than from an accident on it.

WorkSafe estimates a further 5,000 to 6,000 people are hospitalised each year with work-related illness, with a social cost of at least $2 billion. Construction carries a heavy share of it. The sector lodges one of the largest volumes of new work-related claims accepted by ACC, and the exposures behind the long-term harm are routine on any build.

Silica dust off a concrete saw, asbestos in a strip-out, solvent fumes, welding fume and diesel exhaust. None of it injures a worker on the day. Instead, it accumulates over years.

The workers most exposed are often on the smallest jobs. A sole trader dry-cutting pavers, a two-person team pulling out an old kitchen, a subcontractor grinding a slab in a closed garage. The controls that manage the dust cost time and money, and the pressure to skip them runs highest where the margins are thinnest.

Asbestos remains the single biggest killer. WorkSafe attributes around 220 deaths a year to asbestos-related disease, almost all of it from exposures decades in the past. Every pre-2000 renovation and commercial strip-out still disturbs it, which means the exposures happening now will surface as illness in the 2040s.

Silica is the faster-moving threat. Cutting, grinding and polishing engineered stone, concrete and brick releases respirable crystalline silica, fine enough to scar lung tissue.

WorkSafe has recorded cases of accelerated silicosis in engineered stone workers, a form of the disease that once took decades and now appears within a few years of heavy exposure. In November 2023 the regulator halved the workplace exposure standard for the dust to 0.025 milligrams per cubic metre, and it is supporting MBIE to develop options for tighter regulation of the engineered stone trade.

WorkSafe inspectors have been visiting businesses that work with engineered stone since 2019, and the regulator says most now manage the dust risk more effectively than when those visits began.

New Zealand research bears the pattern out. A 2022 study of construction workers published in PLOS ONE found they reported markedly higher rates of chronic bronchitis symptoms than reference groups, with the odds of those symptoms around five times greater among workers with 11 to 20 years in the trade. Those using wet-cutting or on-tool extraction reported fewer symptoms, though the authors cautioned the protective effect needs confirming in a larger study.

The dust is doing measurable damage well before anyone is formally diagnosed.

Because early silicosis often carries no symptoms, WorkSafe says workers exposed to silica dust need regular health monitoring so the disease can be caught early. That monitoring is a legal duty under the Health and Safety at Work Act for workers exposed to silica, asbestos, lead and isocyanates, not a discretionary extra.

WorkSafe also directs firms to control dust at the source, through water suppression and on-tool extraction, rather than relying on a mask as the first line of defence.

The harm reaches beyond the lungs. WorkSafe’s burden-of-harm estimates put musculoskeletal damage at 27% of the healthy years of life lost to work, ahead of mental health harm at 17%, cancers at 16% and respiratory disease at 15%. Acute injuries, including every fatal fall and vehicle strike, account for 11%.

None of that harm shows in a firm’s incident record, because the diagnosis lands years after the worker has moved on. The regulatory pressure is now shifting toward the slow exposures, and the engineered stone review is the clearest signal of where it goes next.

The test is whether the discipline already applied to harnesses and exclusion zones extends to dust control, asbestos surveys and health monitoring. Those are the controls that decide a toll the site will not see for another twenty years.
